unsuitable to lodge any protest with Japanese (? authorities)

in connection with these incidents.

I do however suggest for Your Excellency's

consideration that on the next occasion if any of this

ship contravening (? regulations) in similar manner

attention of Japanese Consul General and of Commanding

Officer of Saga should be drawn to the Regulation

(? immediately) in accordance with paragraph 8 of

Memorandum 500 M. accompanied by suitable request to desist

from such activity.
